Notice to Bidders: Notice is hereby given that sealed bids will be received for the project named below by the Meridian Public School District
Project Identification: 24067-01 Meridian Harris Upper Elementary Site Improvements.
Project Location: 3951 12th St, Meridian, MS 39307.
Owner: Meridian Public School District, 1019 25th Avenue, Meridian, MS 38391.
Owner's Representative: Dr. Amy J. Carter, Superintendent.
Architect: Dale | Bailey, An Association, One Jackson Place, Suite 250, 188 East Capitol Street, Jackson, MS 39201-2100.
Project Description: Project includes rerouting existing underground and under building drainage to prevent further washout from under building slabs. This requires abandoning existing lines and running new away from existing building slabs and tying back in to existing mainlines.
BID SUBMITTAL AND OPENING
The owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: "Meridian Harris Upper Elementary Site Improvements; Project number 24067-01 to be opened August 21, 2025" Envelope shall be addressed to Dr. Amy J. Carter, Superintendent of Schools, 1019 25th Avenue, Meridian, MS 38391.
In addition, the envelope shall list the bidder’s Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. The Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
In addition, Electronic bids may be submitted through the website www.dalebaileyplans.com. Electronic bids are not required by the MPSD but offered as another means to submit a bid. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders
Bid Date: August 21, 2025.
Bid Time: 2:00 p.m., local time.
Location: Meridian Public School District, 1019 25th Avenue, Meridian, MS 39301.
Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post-Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.
Bids will be thereafter publicly opened and read aloud.
BID SECURITY
Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after the opening of bids. The owner reserves the right to reject any and all bids and to waive informalities and irregularities.
The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.
A Pre-Bid Meeting for all bidders will be held on August 12, 2025, at 10:00 a.m. local time at Office of Director of Operations, 4000 10th Street, Meridian, MS 38391. Prospective prime bidders are requested to attend.
Bidders' Questions: Architect will provide responses at Pre-Bid Conference to bidders' questions received up to two business days prior to conference.

Bid documents are being made available via original paper copy or digital CD. Plan holders are required to register and order bid documents at www.dalebaileyplans.com. Bid documents are non-refundable and must be purchased through the website. All plan holders are required to have a valid email address for registration. Bid Documents will only be made available to plan holders as entire documents. Partial sets will not be issued.
TIME OF COMPLETION AND LIQUIDATED DAMAGES
Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work by Substantial Completion February 28, 2026. Work is subject to liquidated damages.
BIDDER'S QUALIFICATIONS
Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to the Owner will be required of the successful Bidder.
