Notice to Bidders: Notice is hereby given that sealed bids will be received for the project named below by the Vicksburg Warren County School District.

Project Identification: 24093 Vicksburg Warren School District Paving.

Project Locations:
A. Warren Central High School, 1000 MS-27, Vicksburg, MS 39180.
B. Bovina Elementary School, 5 Willow Creek Dr, Vicksburg, MS 39183.

Owner: Vicksburg Warren School District, 1500 Mission 66, Vicksburg, MS 39180.

Owner's Representative: Dr. Toriano Holloway - Superintendent of Schools.

Architect: Dale | Bailey, An Association, One Jackson Place, Suite 250, 188 East Capitol Street, Jackson, MS 39201.

Project Description: The project consists of erosion and site repairs at Warren Central High School and pavement rehabilitation at Bovina Elementary School. Erosion repairs include removal of existing soils, riprap installation, geotextile placement, etc. as indicated in the contract documents. Paving work includes removal of existing asphalt and replacement with a new asphalt section as indicated in contract documents.

The Owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: "Vicksburg Warren School District Paving; Project number 24093 to be opened June 3, 2025" Envelope shall be addressed to Dr. Toriano Holloway, Superintendent of Schools, Vicksburg Warren School District, 1500 Mission 66, Vicksburg, MS. 39180.

In addition, the envelope shall list the bidder’s Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

In addition, Electronic bids may be submitted through the website at www.dalebaileyplans.com. Electronic bids are not required but offered as an additional means to submit bids. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders.

Bid Date: June 3, 2025.
Bid Time: 2:00 p.m., local time.
Location: Vicksburg Warren School District Main Office, 1500 Mission 66, Vicksburg Mississippi 39180.

Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post-Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.

Bids will be thereafter publicly opened and read aloud.

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. The Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.

A Pre-Bid Meeting for all bidders will be held at Vicksburg Warren School District Main Office, 1500 Mission 66, Vicksburg Mississippi 39180 on Tuesday, May 20, 2025, 9:00 a.m., local time. Prospective prime bidders are requested to attend.

Architect will provide responses at Pre-Bid Conference to bidders' questions received up to two business days prior to conference.

Printed Procurement and Contracting Documents: Obtain after May 2, 2025, by registering at:
www.dalebaileyplans.com.

Viewing Procurement and Contracting Documents: Examine after May 2, 2025, at the locations noted above.

Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work by Substantial Completion August 01, 2025. The work is subject to liquidated damages.

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
