Notice to Bidders: Notice is hereby given that sealed bids will be received for the project named below by the Picayune School District.

Project includes the renovation of an existing softball field. The work includes extension of sidewalks and slabs, construction of brick knee wall, installation of 8” tube steel columns to support a new backstop netting, installation of new trench drains for site drainage, installation of new bullpen with artificial turf within the bull pen only, site work to modify site drainage around and away from field.
Owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: “Picayune Softball Renovation 23065 to be opened November 16, 2023” Envelope shall be addressed to Dean Shaw, Superintendent, Picayune School District, 706 Goodyear Blvd., Picayune, Mississippi 39466.
In addition, the envelope shall list the bidder’s Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
In addition, Electronic bids may be submitted through the website www.dalebaileyplans.com Electronic bids are not required by the Picayune School District but offered as another means to submit a bid. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders

Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or
acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post-Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.
Bids will be thereafter publicly opened and read aloud.
Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. The Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.
A Pre-Bid Meeting for all bidders will be held November 2, 2023, 10:00 a.m., local time. Prospective prime bidders are requested to attend.
Bidders’ Questions: Architect will provide responses at Pre-Bid Conference to bidders’ questions received up to two business days prior to conference.

Bid documents are being made available via original paper copy or digital CD. Plan holders are required to register and order bid documents at www.dalebaileyplans.com Bid documents are non-refundable and must be purchased through the website. Bid Documents will only be made available to plan holders as entire documents. Partial sets will not be issued.
Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work by Substantial Completion on February 1, 2024.
Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
