Notice to Bidders: Notice is hereby given that sealed bids will be received for the project named below by the Franklin County School District.

Project Identification: 21028 Franklin County School District ESSER 3.

Project Location: Franklin County Lower Elementary School, 481 Highway 98 East, Meadville, MS 39653.

Owner: Franklin County School District, 41 First Street, Meadville, MS 39653.

Project consists of one (1) school site located in the Franklin County School District. The partial work at the Lower Elementary School includes the asbestos removal and flooring replacement in the classrooms and corridor. This scope of work is funded by ESSER (Elementary and Secondary School Emergency Relief) Federal Funding. Renovations to the relocated office and two gang toilets are funded by the School District.
The work will include asbestos abatement and flooring replacement in the corridors and classrooms. In the new office, work includes asbestos abatement, HVAC and lighting upgrades, new millwork, painting, new flooring and replacement of new blinds.

Owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: “Franklin County School District ESSER 3; Project number 21028 to be opened April 14, 2022” Envelope shall be addressed to Chris Kent, Superintendent of Education, Franklin County School District, 41 First Street, Meadville, MS 39653.

In addition, the envelope shall list the bidders Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

In addition, Electronic bids may be submitted through the website www.dalebaileyplans.com. Electronic bids are not required by the FCSD but offered as another means to submit a bid. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders.

Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post-Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.

Bids will be thereafter publicly opened and read aloud.

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.

A Pre-Bid Meeting for all bidders will be held at Franklin County School District, 41 First Street, Meadville, MS 39653 on March 29, 2022, at 10:00 a.m., local time. Prospective prime bidders are requested to attend.

Bidders’ Questions: Architect will provide responses at Pre-Bid Conference to bidders’ questions received up to two business days prior to Conference.

Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work by Substantial Completion 1 August 2022. Work is subject to liquidated damages.

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
