Notice to Bidders: Notice is hereby given that sealed bids will be received for the project named below by the Leake County School District.

Project Identification: 21038.01 Leake County Schools ESSER 3.

d. Leake County Elementary: 1280 School St., Walnut Grove, MS 39189.
e. Leake County High School: 220 Spruce St, Walnut Grove, MS 39189.
f. Leake Career and Technical Center: 703 N West Street, Carthage, MS 39051.

This project includes the removal and replacement of existing mechanical equipment and the electrical upgrades required for the new mechanical systems throughout four (4) campuses in the Leake County School District. Removal and replacement of water fountains throughout six (6) campuses and the removal of existing flush valves/faucets to replace with new touchless flush valves/faucets across five (5) campuses in the Leake County School District. Included in the work is the partial removal and replacement of lay-in acoustical tile, putting new vents through wood ceiling, as well as removing existing unit pads and pouring new unit pads for the new units. Also included in the work are the structural upgrades necessary to withstand new units installed on top of existing flat roof systems and repairing any damage to existing flat roof systems caused during the renovation.

Owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: “Leake County Schools ESSER 3; Project number 21038.01 to be opened 7 April 2022” Envelope shall be addressed to Leake County Schools, Attn: Yvette Young, Superintendent of Education, 109 West Main Street, Carthage, MS 39051.

In addition, the envelope shall list the bidders Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

In addition, Electronic bids may be submitted through the website www.dalebaileyplans.com Electronic bids are not required by the Leake County School District but offered as another means to submit a bid. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders.

Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post-Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.

Bids will be thereafter publicly opened and read aloud.

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.

A Pre-Bid Meeting for all bidders will be held on April 5, 2022, at Leake County School District, 109 West Main Street, Carthage, MS 39501, 10:00 AM, local time. Prospective prime bidders are requested to attend.

Architect will provide responses at Pre-Bid Meeting to bidders’ questions received up to two business days prior to meeting.

Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work by Substantial Completion Date January 24, 2023. Work is subject to liquidated damages.

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
